Visa Waiver Program and Form 1-134?

I'm a German citizen, looking forward to visit my fiance in the USA through the Visa Waiver Program.
I cannot afford to support my travel so he suggest to give me an Affidavit of Support (Form I-134). Is this alright? I mean, can I get approve?
I have read that Form I-134 is commonly used by those who are applying for Visa. I'm confuse if it is applicable to me even if I'll be travelling using VWP.
Please enlighten me regarding this matter.

for visits less than 90 days I think you only need to pay the ESTA fee and fill it out online. It is not expensive. I think you only need a visa for more than 90 days, but if you get married when you are here you can apply for a resident visa because of your husband.
