First thing- there is no such thing as Indian Dual Citizenship - Overseas Citizenship of India (OCI) is the closest thing. She can apply, she just needs proof that she is married to you and you have Indian citzenship, and take the completed forms into a consulate. I will wait till after Jan 10 or till it is operational just in case you find yourself waiting one year +++ like I have!
