Re-entry Permit

I have a couple of questions:

1. How does one go about applying for a Re-entry Permit
2. Do I have to have the plastic card to apply for the same.

I need the answers to these questions ASAP. Anybody in the know please help me out.

Thanks a lot for the info. It helped. One last question: Do you know how soon after the GC can I apply for the reentry permit? Is there any norm ?

I don't think you have to wait long to apply for it. You can apply 1-2 week after you enter the country. One of my relative did it. No problems.
