First thing- there is no such thing as Indian Dual Citizenship - Overseas Citizenship of India (OCI) is the closest thing. She can apply, she just needs proof that she is married to you and you have Indian citzenship - and take the completed forms into a consulate. I will wait till after Jan 10 or till it is operational just in case you find yourself waiting one year +++ like I have!

Thank you very much for getting back to me and prompt reply.I have one more question, whether she has apply as an individual or a family group, since she married to me and I am Indian citizen.since when she apply in family group there is spouse box appears, do I need to fill it up for here?
Thanks in advance

You know the legislation actually says that Indian Citizens can apply for OIC as well!!! Don't know what that means but I think it is a waste of money as you need to pay $275 x 2 and it gives no benefits to Indian Citizen NRIs.
Best thing, she should apply as Individual, and just photocopy and self attest the relevant papers: Her passport page, your passport page, your marriage certificate.
