Is it mandatory that person applying for blanket L1 petetion should have bachelors degree in (CS OR IT background )

What all qualifications is required for applying blanket L1?

NEW CRITERIA FOR GRANTING L VISAS UNDER BLANKET PERMIT

Please be informed that the U.S Consulate, Chennai have come up
with new regulations for granting L visas under Blanker Permit.
As per the new regulations announced by the American Consulate General, Chennai, L1 visas under blanket permit can be processed only if applicant
1. Have a bachelors degree in Computer Science (BE, Computer Science or BSC-Computer Science with an MCA)
But, if reasonable syllabus is covered in CS (evidenced by marks memos) even other graduates in ECE/CSE/EEE etc can be considered provided others are met 100%.
2. Is supervised by an Onsite Manager employed by the same petitioning company (who is on an L1A or on a Green Card or a US Citizen). The Supervisor should not be on a H1B or an L1B.
3. The supervisor should physically be present on the same premises of work as the applicant Supervisor or Onsite Manager.
The Supervisor is defined as a person who has authority to evaluate the persons reporting to him/her and decides on his/her/their appraisals. For this, Onsite Coordinators are NOT considered as Supervisors.
4. The applicant should possess good communication skills.
