Is E-filing I-539 temorarily unavailable ?

Hi
I am trying to e-file the I-539 form.
In the USCIS website I saw that I-539 e-filing
is temporarily unavailable from April 1 2006 till
further notification.However the link for I-539 e-filing
takes me to the e-filing login page to create a
new account.

Please reply if anyone knows the correct status
or has been able to e-file recently (after April 1 2006)

Also like to know if e-filing is the better option than filing on paper,or is it the
other way round, for fast processing.
