PIO card and visit visa

We need to apply for PIO card the first time and also need to renew my son's visit visa (its was for 5 years, want to apply and get a 10 year visa). Can I apply PIO card or visit visa to India by mail, or do I have to be there in person??

How much time does PIO or Visit visa take??
