Will they track Individual L petitions

Hi

First blanket L rejected and said apply for individual L
Indivdual L petition also got denied by USCIS but didn't attend the interview

Now i am goin for B1 visa. will they ask abt these visa refusals.

For Blanket L i can say " I was directed to apply for Individual L"
if the consulate asks "Did you apply for Individual L and if so what happened to that" What should i say
" Shall i say It is under our HR process" or " I did n't get oppurtunity for applying Individual L".

Please help i having interview on 8 aug 2006 @ chennai
