J1 to F2-need help very urgent

hi,

i was working in usa under j1 visa( subject to 2 yr HRR) and my contract expired april 2006.so i returned to india.My husband is in F1 visa.I would like to join him

1.can i go on f2 visa( i have applied for waiver).
2.if so what is the clause/section number of immigration rule that allows.

Youll have to wait for the waiver to be approved before you can apply for F2
