Dual Citizenship and Owning Agricultural Property

With regards to obtaining OCI, what does this mean:
Registered OCIs shall be entitled to following benefits:
"Parity with NRIs in financial, economic and educational fields, except in the acquisition of agricultural or plantation properties."?

Does thie mean an OCI canot own any agricultural land or does it mean that they cannot acquire any new agricultural land?
