Is it possible for a C1/D holder to apply for B1/B2 visa in a neighboring country of USA- like Nassau? We wanted to hire a candidate who is a crew on a cruiseliner but he has to have a B1/B2 because we are a foreign flagged vessel cruising US waters. I appreciate any response to this, as we wanted to avoid future problems. thank you!

I have an US VISA R C1/D valid upto 22Jan2012,
Should I pay a visit to USA without calling by my shipping Vessel purely for tourism. Or I need a tourist visa?

... that will work. B1/B2 should be applied from home country.
Yours being a cruiseliner I am sure you have highly paid attorneys or retained a law firm to handle your legal issues.
Do let us know what your attorneys advice you.
