Based on this link http://www.immihelp.com/greencard/employmentbasedimmigration/i-140-premium-processing.html (http://www.immihelp.com/greencard/employmentbasedimmigration/i-140-premium-processing.html) you mention that I can transfer the original priority date to a new employer even if I have to start PERM / labor certification from scratch (the web site doesn’t allow to copy and paste the text) but look under headings “job change – transfer of original priority date” and “job change – eb3 to eb2”. also on this page that I can transfer the original priority date when convert my application from EB3 to EB2

My lawyer disagrees with this. Could you kindly send over the actual law or memorandum that highlights this issue?

It is possible to do so.

As a company policy, we don't point out all the laws on government sources. You need to do that yourself.

If your lawyer disagrees, you either believe him or find another lawyer.
