wife is in practical training now (F1), she has no h1B yet,
can she go CP with me? Or she could apply for H4 ?
Any help will appreciated!

I don't think it matters really. If you add her on as a dependent, as long as her status has been valid. I don't see there to be any problem if she were H4/F1.

My concern is, F1 is supposed to go back to home country when
she/he graduated. Is that can be a negative point when my wife
go with me for CP?

Well if you see almost all VISA's issued by the US are suppose that at the end of the period you return to your home country. Eg. H1,F1, B1
That is why they have the clause called "Dual Intent" I think where it says that they want you to prove at the time of interview that you and not visiting with any other intensin i.e. Illegaly saty over etc,etc. This is really a hoq wash and I have never really seen them pull anyone on the clause ( I know a lot of my friends who changed from B1 to H1 visas).
So I don't think it should be an issue. As long as everyting you do is as per the law and you declare everything truthfully, I guess there is no issue.
