Caution: Filing for CP in Juarez

Hi:
Some posts say that I-485 is required for CP in Juarez
others claim just I-824 filing is needed & I-485 doesn't need to be on file.

Has anyone heard for sure what exactly is needed ?

I am positive and sure that at least the Juarez Post is accepting only those cases whose I 485 is on file. I have that confirmed in an e-mail sent by the post to me regards this issue.
