Once Packet 3 reaches the US Consulate, the US C will despatch Packet 4 to the Applicant's home address.
Is there some Letter of Authourzation or etc. needed by the Consulate Service Window to authorize someone local to the Consulate to collect the Packet 4? Would they release the document to anybody?
I am certain they will release the packet to just about any body who asks for this at the Counter window -- this would explain why so many of the packets keep getting lost, isn't it? But then I want to bounce off this question to the Forum for an answer if there is one!!
