If your question is about the quota for Medicine Residents, then it does not come under the employment based H1-B visa quota.

For Foriegn dentists who studied here- do the H1b dental jobs come under the 20000 advanced degree cap or is it like the medical residencies -independant?
If it is independant - does it mean that one can apply any time without a time frame like April/? every year for that FY.
pl clarify.

Wish it was easy like you said. Unfortunately, it isn't.

Google for the laws and you will run into lots of information.

Thanx for the info link. That was more constructive. I wasnt enquiring about the procedural difficulties as much as the policies that apply.

In general, dentists hired by XYZ dental associates are mostly private and for profit and they do not come under cap exemption.
There is a possibility for the position to be cap-exempt if a hospital hires a dentist to take care of accidents and trauma patients or if the person works for a University that teaches dentistry in some form and similar positions.
Even for doctors, not all positions are cap-exempt.
