My I-140 has been approved. VSC forwarded my case to NVC. My lawyer told me that he was waiting for the Packet 3.

I read some messages and it seems people sent the files to consulate before they receive the Packet 3. What is the correct procedure.

It is appreciated if someone can share the experience

They are sending the file to consulate before getting Packet 3 because they are doing Atrorney Certified I-140 (AC I-140).

Since your case has already gone to NVC, you have to wait for them to send you packet 3. Your lawyer is right.
