Friend of mine's been married to a US citizen for about 4 1/2 yrs and divorced now. Is she eligible for citizenship based on the marriage??

No, she is not. At the time of the application she should be married and living with her spouse. The good thing is, she can apply 90 days before the completion of her 5th year of permanent residency on the 5 year permanent resident rule, which is only a few months away.
