Hi: I have my oath cermony coming up in 3 weeks. My GC was stolen. Even if I apply for GC, it may not come through in time. Should I apply to GC? Or can I just go for the oath cermony and tell them that my GC was stolen?

Was the permanent resident card theft reported to the local police &/or USCIS?

Check the rules and laws on theft of GC.

Yes was reported. Do I need to get a report saying the GC was stolen or a generic one stating that my wallet was stolen is sufficient?

Take a copy of the police report mentioning GC, I hope when you lost your wallet you specifically mentioned losing the Gc in the report. and a letter to USCIS informing them of the loss and a copy of your GC.

That should do it.
