Checking the Status of E2 Visa

I have a friend who I think may have been burned by a "legal representative" to whom she gave significant money to file an E2 Visa on her behalf. Is there any way to check to see if an E2 application has been received or filed?

Your friend can call the embassy of his country to find out, if an applycation was received. This is where they get approved.
