is a transfer visa needed?

Dear Sir,

One of my friend has lost his passport in USA and got it issued from Chicago. Now he wants to return to India by Air India flight from Chicago to Delhi via Frankfurt .

Does he require transit visa fro germany and how to get it Chicago.

Please advice and oblige.
