I-130 question

Can one file multiple I-130.. Lets say one was filed in the states and was taking too long. can one go to the spouse's home country abroad and get the petition approved with local consulate or INS office if they accept to process it, if yes then what happens to the second petition

I think there is a question in I-130 that asks you if you applied for this person in the past and what application filed. Please check that out.
