urgent visa issue - denied, how long in the country?

My boyfriend reapplied for his F1 visa and it was pending for two months. Today he got a response. They denied him. They did not give him specific information about when to leave the country, just that he had to as soon as possible... They did not give him information about how and when he can return. Does anyone have specific information on this?

He needs to leave within 30 days from that denial letter date.

He needs to apply for a new visa to return. Whatever visa he used may be void now if he overstayed past his i-94.
