Can you please advise me exactly what I need to submit as a "certified" copy of my IRS tax returns for the last three years. I'm unsure what the certified refers to; is it the same as notarized?
Also what is a transcript as it refers to your tax return

Just make simple copies of last 3 years returns. And you need to send those only if you have been out of US for extensive periods.
