J1-visa back to home country amd wants to go back to US with H2B approval notice

I completed a J1 visa internship in the United States and left the United States with a pending H2B visa application with the USCIS. After 4 months in my home country my pending H2B visa is approved. Can I still re-enter the Unites States with my H2B approval notice or not anymore?In addition, the Philippines has recently abolished the 2 year home country requirement. Would anyone know if J1 visa holders with the annotation of the 2 year rule in their passport is included with the abolition of this rule in the Philippines?
