How can a Canadian citizen get a visa that allows him to claim residency for at least a year so that he can be eligible instate tuition at an American University?

He has no chance!First of all, if he came here to study, he will be an international student. May be, if he is doing very good with grades, he can be qualified (after at least a year) for international students scholarships! Even an US citizen coming from another US state has to pay out-of-state for the first year before getting in-state tuition. So May god help you!
