Now I guess Mr Clinton has to sign the bill? Is that correct?
When will that happen? How long will that take

It has passed in senate. Yet to pass in house. Then president has to sign (which he said he will).

Losing sleep or what???
S2045 was passed in the house too. It was a surprise move and totally unexpcted, but it is real!
Clinton has indicated he would sign the bill.
