E2 visa and social security and medicare

Hello, I have been working with an E2 visa for over 2 years and was told by some coleagues this week that some visa holders (such as E2) do not need to pay for medicare or social security as they will never be able to claim the benefits.

Can someone confirm? if so, how can you opt out?
