portability 140? new Law?

Greetings:
I have a 140 EB1 approved (in CA) and have been in AOS since 1 month. I understand that the new H1 law allows to port an approved 140 after 6 montsh AOS to a similar job for another company, is it in effect now? If the 140 is approved for CA is it portable to another region (I.E Boston?). Thanks

I-140 is not portable. If you change companies only thing you can use is your PD. Rest everything you need to start over. You should be move to new company anywhere in US once your 6 months of time is done in AOS.
