Could you please let me know, if the employer applies LC through RIR, whether the application goes to SESA and then DOL or it directly goes to DOL?

it goes to SESA first and then to Labor Dept

2 questions:

1. What's SESA?

2. When filling the LC, do they file to the Regional Office or SWA (State Workforce Agency) or both?

I have seen that in Georgia the regional office takes 15 months to process while the State office takes 3 months.
