EB3 To EB2 ( EB3 not started)

I have Master's Degree in CIS, but my company applied for labor in EB3 (PD:11/97) since position for which I applied didn't require Masters at that time. Labor certification has not even started. Now, after 3 years, if my employer is ready to hire me with different Higher position , can I change to EB2 keeping original PD?

You can reuse PD only if your labor and I-140 is approved.
