was anyone turned down rir and had to use regular process?
what's the possible reasons for turning down the rir?

It is possible. I knew one case. It was due to lawyer mistake that submitted ads were not consistent among newspaper, internal and Internet. This was purely lawyer mistake and cause huge suffer on the applicant. You can sue your lawyer for damage or file complaint to state bar who issue licence for lawyers. They were risk to lose their practical licence. That means end of their career.
The most possible reason would be your past experiences are not match to ads. And your wage may not be enough for the position.
