Hi All,

Here is the issue: my sister is 13 and has been a Permanent resident for 5+ years. My father was a US Citizen before he passed away. I read this article: http://travel.state.gov/visa/immigrants/types/types_1312.html
As per this article, the Child who is under age DOES NOT need a citizenship certificate.
I would like to find out can I apply for her US Passport? Or What other options do I have for her to get US Citizenship?

I think you can apply for the US passport by showing one of the documents mentioned in the link below.

Will it be an issue that she was out of the country for about 2 years WITH permission from Immigration? I have talked to some lawyers and they suggested that staying away even with a permission can be an issue...
