Parents visa rejected thrice 214B

My parents visa got rejected thrice at chennai consulate.
I have a brother who lives in India and is unmarried, I am the only one here. Showed property and all ties in India. First both my parents applied, got rejected, then only my mother applied, they rejected again. Dont know what the reason is..My mother is employed in India, she is teacher in a govt school, my dad retired a year ago. Despite showing all this documentation, they rejected. They would not say anything. Any thoughts? what should we do? Please help..

Does your father get pension or any other income? if yes, show that.

Yes, we showed all his pension papers, bank deposits and my mom's salary papers etc..No luck|I
