I will be sponsoring my parents in Summer of 2004 for a visit to the US and was going through the information at this site.
The information for visa refusal at:
http://www.immihelp.com/visas/refusal.html
mentions the following:
"Applicants are permitted to apply in person twice within a two-year period"..
Further down on the same page the following is mentioned:
"Effective October 1, 2003, candidates can apply in person in as many times he/she wants".
Does this mean the two times in two years rule is no longer valid?
Thanks,
