Extension of B2 stay - I539: Seperate forms for family?

My in-laws got B2 for 6 months on their I-94 at POE in July 31. Now, can they extend for another 6 months (total stay amounting to 1 year) applying to INS? I heard somebody saying, now per new rules, the total stay is just 6 months including the extension.

Also, I see that one I-539 form is enough to apply for both, but would appreciate if somebody could confirm?

I am not aware of any such rule. Please let me know where you heard about it. You can apply for extension beyond 6 months.

One form for family is fine.
