I am on a J1 visa and I applied and paid my sevis fees. Does the J2 require another one?

can i clarify one thing: does it mean that if "J-2 visa holder does not need to pay SEVIS I-901 fee", it also means that this person is not required to fill up the I-901 Form at all? it confuses me; it seems like I-901 Form = I-901 fee, but I couldn't verify that. Please advise, thank you!
