Double Taxation

Dear Sir/Madam:

I have 2 employees currently working under a L1-Visa. They are currently paying taxes both to the Federal & State Government here in the USA - as well as in their home country.

I know you must pay taxes - but I am unsure as to the laws about paying to both governments?

Is there a website or book that will explain this?

Are they having separate income in both the countries?

Or are they paying taxes twice on the same income? If yes, which country money is paid in?
