Hi,
5 yr. eligibility is applicable from the date plastic GC arrived or when passport was stamped while entering the country after consular processing ?

It's 5 years eligibility from the date marked on your greencard.

Hi,
for citizenship I have to apply to San Jose, CA INS office. I heard that there is
one to one-and-half years of backlogging. It's been only 4 years I have received
my green card. I will be eligible to apply for citizenship next year. But since there
is a backlog period of one year, can I apply this year itself?
Does anyone know about this. I very much appreicate your response.

I don't think you can apply. We applied N-400 accidently before 90 days (approx. 80 days) and our whole package came back including money order checks. I don't think they even read our applications in our package. I believe even to generate the receipt notice they check for minimum requirement of eligibility of applying N400 (before 90 days only).

Is it 4.5 yrs. or 4.75 yrs. I was checking USIS web-site and it clearly says 6 months before 5 yrs.
Also does anyone know wait time for alameda county, san francisco centre ?

Where does it say 6 months before ? All I find is that you can apply 90 days before you meet the "continuous residence" requirement. And it says that you should mee all other requirements. i.e. you should have been a permanent resident for 5 years.

There is no such 6 months rule.
It is only 90 days before 5 years.
