Does DV lottery count as immigration proceedings

I am filing a petetion I-130 for my borther. He applied for the DV lottery last november and there a question on form I-130 asking if this relative ever been in immigration proceedings and I am not sure to answer yes or no. In other words does DV lottery count as immigration proceedings.
