In Canada there are two types of police certificates, one is name check
based and other is finger print based. I will need to get one in
Canada since I lived there for more than 6 months. Which one will I
need for consular interview (family based immigration) in Manila,
Philippines, name check based or finger print based?

This question is for the US immigration.

Q1.
I lived in Canada for little bit less than one full year. Do you recommend me to get the police certificate from them? Is the length of stay accumulative (e.g. 2 months + 11 months)?

Q2.
How do I get the "name based" police certificate from Canada?

At RCMP website they say they do NOT do "name based" police certicate (applicable for the US immigration). I should contact the local police.
http://www.rcmp-grc.gc.ca/crimrec/finger_faq_e.htm

Then I visited the local police's website - I could only find an instruction to report to "in person"! I am not there anymore! Sounds like a deadend!

Appreciate your help!
