My wife is studying for a special course which is a combination of Bachelors and Masters Nursing at Kennesaw State University (KSU) in Atlanta, Georgia. She is on H4 (dependant visa). She has finished her Bachelor’s courses and she will be getting Bachelor’s degree in the end of July and her Masters course (Masters in Nurse Practitioner) starts in first week of Sept, 2010. Though she will be finishing her Bachelor’s degree in July, she has to appear for NCLEX exam to become RN (Registered Nurse) and the exam is conducted by Georgia Board of Nursing. Once she passes NCLEX exam, then only she can continue with her Masters course part at KSU.
To appear for NCLEX exam, my wife needs SSN as per Board and she doesn’t have SSN as she is on dependent visa. (She has ITIN though). Board is adamant that they need SSN to allow her to appear for NCLEX in GA.
I just have my I-140 filed in March 2010, we are awaiting I140 petition reply. My lawyer advised me to go to local SSN office and apply for SSN (not valid for employment). We also got a letter from KSU department dean explaning need for SSN (not valid for employment) in my wife's case. We went to SSN office with this letter, but they said she can not even get this kind of SSN on H4 visa.
There are some states which would allow her to appear in NCLEX without SSN (like NY), but that wouldn't be valid for her to continue her Masters degree in KSU, GA as per Board.
She is now middle of no where.
Should we go to SSN office in remote area and if they can understand our situation and issue SSN? Should we try to get similar letter (to the one KSU dean wrote for her) from immigration office in US and then go to SSN office to get SSN (not valid for employment)? Any other suggestions would be greatly appreciated.
