Second OPT

Hi there,

I dont know if I am eligible to apply for my second OPT.
I got to the U.S in 2005 and got my bachelor from a 4 year college. Then I went straight to UCLA EXTENSION and got a certificate. After getting my certificate I applied for my OPT. Now my OPT is almost over. However I am planning to go back the school where got my bachelor and study a minor.
My question is, would I be eligible to apply for the OPT after completing my minor?

Usually OPT is given only for a higher degree level. You should try to get a Master's now.

But I am going for a higher degree now since the first time I applied for the OPT was after I got my certificate. I did not apply for the OPT after getting my bachelor,only after getting my certificate. Doesnt that make me eligible?
If not how would they know I got my bachelor...?
