VWP to B2?

Hello,

I am currently on a VWP, and wish to apply for a proper tourist B2 visa.

I know that normally I can not go from the US to canada, mexico or the outer-lying islands or territories and extend my VWP.

Can I though, go to canada and apply for a B2 visa at a consulate ot embassy, and then go back to the US with my new B2 visa?

B2 is working visa you would have to be sponsored by a company to attain one. Are you USC ?
