Passport renewal - changing regular to tatkal

Hi,

I have applied for my sons passport renewal at Washington DC a week back. However, I need to travel to india next week. My question is Can I change the passport processing from regular to tatkal now? I have already submitted all the documents and original passport to the indian embassy.

Also, Has anyone ever been able to contact the indian embassy at Washington DC via phone?
