Who would be the Petitioner?

Last week my wife has got the NL from the KCC for further consideration in the DV-2006, our case # is AS000006XX. We are filling in the forms.We have a question in DS-230 Part II, 29. Name & Address of Petitioner.

Who would be the Petitioner when we just won in the Lottery?

According to the Immigration Dictionary, the Petitioner is a person or business who makes the formal request that the foreign national be legally recognized as qualified for a Green Card or nonimmigrant visa category. For family based petitions, the petitioning relative must be a U.S. citizen or a Green Card holder. For employment based petitions, the petitioner must be a U.S. employer.

Who would be the Petitioner on the DS-230 II, 29 box???? Actually is there petitioner since is not under employment based greencard??? but also in the file PDF of the instruction of the DV doesn’t say anything about a sponsor or petitioner, right?. thanks....
