A recent B1/B2 rejection may make it hard getting an F2, whether in India
or in Uk.
Since you are in the US , you could find an H-1b sponsor for him
in some medical research area. This visa is more straightforward to get than visitor/student visas which depend a lot on consular discretion. Also, previous B1/B2 rejection will not have any effect on H-1b issuance.
