Is Resourcesys Inc a genuine company for 2014 H1B

I have been approached by Resource Sys for 2014 H1B sponsorship with having initial payment of $3500 (includes premium processing). They claim to have good track record over past few years and initial payment will be collected as refundable security deposit after 6 months of employment.

Can anyone help with positive/negative feedback about this company ?
