H1b cap exempt

Hi,

My H1Bapproved in 2008 but I haven't been to USA
Now I want to apply H1B this year through different employer will I get cap exempt.
Is there any other process so that I can utilize my old H1B (expired in 2011 oct) Visa .

I am also in the same boat and on top of this, I have one more situation that when I am checking the status of that old H1B receipt today on USCIS website it says "CASE WAS REOPENED for RECONSIDERATION" and this status date also is 2 years old date.
