Two J1 waivers and Getting NORI before start of DS 2019

Hi,

I have a situation here and I would like to take your advice on this. I am a resident of India.

I was in US, on J1 visa with 2 year home rule, from June 2015 to August 2015.

I will be again in US, on J1 visa this year, from August to November 2016. Currently, even the DS 2019 process didn't start, I think I will get my J1 visa sometime in July.


My main aim is to be able to apply for H1-B visa in April 2017.

1. Should I apply for J1 waiver twice?
2. Can the same NORI certificate be used for both the J1 waiver applications?
3. Can I apply for the NORI certificate or atleast the NORI certificates from Indian offices now, so that I can use them for waiver after I start on J1 visa. ( I want to ask if I can apply for NORI certificates now itself, even before starting J1 visa.)
